Topic: Lessons learned from the asphalt plant fire from October 2018.  Note that the fire occurred in one municipality but the smoke or plumb impacted a completely different municipality.  Come learn how jurisdictional boundaries can be a challenge for emergency management professionals

Colin WelchChemtrade (formerly Canexus), Brandon

Colin is the Environment Health and Safety Regional Manager for Chemtrade Logistics (Eastern Canada).  Colin oversees and manages the regions health and safety programs.  Colin has been at the Brandon plant for 12 years and has been active in the site emergency planning and site ER team.  Colin has a degree in Chemistry from the University of Winnipeg and a Masters of Science in Environmental Practice from Royal Roads.

Darryl DowdVice President, Airport Operations along with Tara Hull, Director, Operations Compliance and Hitesh Patel, Operations Specialist (YWG Inc., A Winnipeg Airports Authority Company)

Topic: Emergency Planning and Business Continuity at Winnipeg Richardson Airport. Our presentation will cover the regulatory framework in which the airport operates, an overview of airport operations, case studies from recent full scale and tabletop exercises, and our plans to improve our operational resilience based on the outcomes of those exercises.

RIMS ONTARIO CHAPTER PRESENTS JIM SWANSON WITH THE 2019 DONALD M. STUART AWARD: Leading By Example: Province of Manitoba Risk Manager Drives Risk Management Success Through Communication, Education and Volunteerism.

Edmonton (September 10, 2019) — RIMS Ontario Chapter (ORIMS) presented the Donald M. Stuart Award to Jim Swanson, Director, Insurance and Risk Management for the Province of Manitoba (retired). Presented each year at RIMS Canada Conference, the Donald M. Stuart award is widely recognized as Canada’s highest honour within the risk management field. Since 1979, the annual award has celebrated Canadians who have made outstanding contributions to the risk management profession.

“Throughout my career, I have focused on being a strong communicator, embracing varying perspectives and ideas, and promoting the invaluable potential of a collaborative, enterprise-wide approach to risk management,” said Mr. Swanson. “As a volunteer and an educator, I continue to be amazed by the new strategies implemented by my fellow professionals and am so proud to be a part of this outstanding business community. I can’t express enough how honoured I am to be this year’s Donald M. Stuart Award recipient.”

During Mr. Swanson’s 30 years with the Province of Manitoba, he played a critical role in the development of insurance and risk management policies for its 12 departments and 39 agencies. His contributions led to the development and implementation of enterprise risk management practices, as well as the creation of an adaptable Business Continuity Plan and Fraud Reporting and Prevention Policy. Additionally, during his tenure, he built one of the most comprehensive centralized records of physical assets held by any Provincial government in Canada.

“In addition to his remarkable achievements with the Province, Jim Swanson continues to generously donate his time and experiences to help advance the profession,” said ORIMS President Valerie Fox. “Jim is a tremendous RIMS Canada Council volunteer, a mentor to so many up-and-coming risk professionals and a role model for us all. The RIMS Ontario Chapter is proud to recognize his career.”

Mr. Swanson is an active member of RIMS. He has held several positions on the RIMS Manitoba Chapter Board of Directors including serving as the chapter’s president from 1992 to 1994. He was a member of RIMS Canada Council’s advisory committees and chaired the RIMS Canada Conference in 1994, 2004 and 2014. Mr. Swanson successfully incorporated risk management into the Red River College certificate program and was a part of the National Education Committee, a group responsible for updating risk management textbooks and course curriculums. He is also a Canadian Risk Management designation (CRM) instructor.

Mr. Swanson holds a degree in Psychology from the University of Manitoba, as well as the FCIP, CRM and RF risk management and insurance designations.

Rob Patchell is a policy analyst with the Liquor, Gaming and Cannabis Authority of Manitoba (LGCA), the provincial agency responsible for regulating these industries in a respectful, impartial and balanced manner. In his role, Rob works to find valuable solutions that contribute to the development of innovative and socially responsible regulatory policies and programs. Most recently, Rob served as a key contributor in the development of Manitoba’s regulatory framework for the retail sale of non-medical cannabis. Rob holds a 
B.A. (Honours) in Political Studies and a Master of Public Administration from the University of Manitoba.

This Month's topic is a RIMS PERK Presentation: Natural Disaster Preparedness: Ensuring Business Continuity in an Unsure World. 

Paul Doucet  Security Director, Canada; will be our guest Speaker from International SOS and Control Risks.

Prior to taking up this post, Paul spent three years in Dubai as the Regional Security Information Manager for Middle East and Eastern and Southern Africa, managing all security assessments and reporting for that region. In this role, Paul was a core member of the crisis management teams handling several major security escalations that led to mass evacuations, including from South Sudan, Libya, Iraq, Yemen and Turkey. Over the five years before he joined the team in Dubai, Paul worked in Singapore with Control Risks’ Global Risk Analysis department, and prior to that with the joint venture from its inception in 2008 in various analytical and editorial capacities.

In those roles Paul authored and contributed to numerous in-depth analytical reports on topics and countries ranging from West Africa to East Asia to global cyber security threats.

Before joining Travel Security Services, Paul completed his master’s degree in International Political Economy at Singapore’s prestigious Rajaratnam School of International Studies. He has traveled extensively on all continents, and spent 16 years living in Asia

PROGRAM
: - The Active Shooter  How to respond, how to prepare and what to do for follow up.
It includes a video of an active shooter situation (just acting of course) and a small workshop. 

An Active Shooter is an individual actively engaged in killing or attempting to kill people in a confined and populated area;
in most cases, active shooters use firearms(s) and there is no pattern or method to their selection of victims.

Active shooter situations are unpredictable and evolve quickly. Typically, the immediate deployment of law enforcement is required
to stop the shooting and mitigate harm to victims.

Because active shooter situations are often over within 10 to 15 minutes, before law enforcement arrives on the scene,
individuals must be prepared both mentally and physically to deal with an active shooter situation.

SPEAKER:  George Lymperopoulos, MEng, CRSP is the Safety & Health Coordinator for Corporate Services Branch
with the Department of Families.

George Lymperopoulos, MEng, CRSP is the Safety & Health Coordinator for Corporate Services Branch with the Department of Families. 
He is originally from Greece. He is an Engineer and CRSP (Canadian Registered Safety Professional). 

For the past 20 years he has been working as a Safety Professional In Europe and the Middle East for Oil and Gas industries,
Construction, Airports, Services, etc. For the past 2.5 year he has resided in Manitoba and works for the Department of Families
as a WSH Coordinator.

CRM Designation Reinstatement
(Temporary Offer)

Available until June 30, 2018

Reinstatement refers to the restoring of a designation that was previously forfeited. 

Former GRMI members (those who registered their CRM) whose membership lapsed due to nonpayment may apply for reinstatement by completing the following steps:

  1. Send an email request to GRMI@rims.org
  2. GRMI will contact the individual to process a $100 USD renewal fee before 6/30/18. This will cover the fee for the previous (10/31/16 – 10/31/17) cycle and the current (10/31/17 -10/31/18) renewal cycle.

  

CRM holders who completed the three courses at a CRM provider location but did not register their designation with GRMI may register their designation by completing the following steps:

  1. Send a transcript with the registration request along with current contact information to GRMI@rims.org
  2. GRMI will send the individual a link to submit a CRM registration fee of $200 USD.

  

NOTE:  GRMI members must send an email to GRMI@rims.org whenever their contact information changes.  If individuals don’t pay their GRMI dues before 12/31/18 for the 10/31/18-10/31/19 renewal period, the digital credential will no longer be usable, and reinstatement will not be available.

Join us for this presentation as the Canadian Red Cross provides an inside look to their operations during recent events including the evacuation of Fort McMurray due to wildfire, the flood of 2017, the refugee crisis and the evacuation of four remote First Nation communities this past summer due to wildfire.   An interactive game will allow participants to guide the presentation to what most interests the audience.

                                   How to Talk to the C-Suite about Risk                             

                                   Robert Plenderleith

                                   Vice-President, Valuations, Modelling and Disputes

 

Your C-Suite wants to hear from you! In a 2014 survey of US CEOs only 42% said that their risk management function was well prepared to capitalize on transformative global trends. And 73% of CEOs said that they are executing or planning changes to their risk management approach. The C-Suite is focused on emerging risk, but confused about the size of the exposures and the available techniques for measuring and managing them. How can risk managers ensure that they stay relevant and elevate their communications with senior management? In this session we'll present an analytical framework used in the risk consulting business to guide C-Suite discussions, and share some ideas about how risk managers can build on the framework to improve risk management and transfer discussions at the highest levels within the organization.

 

SPEAKER:                 Bob has over 10 years of experience with insurance and litigation claims working as part of PwC’s claims practice. He is a Chartered Professional Accountant as well as a Chartered Business Valuator with a focus on providing business valuation and advisory services to a wide range of organizations. Bob’s valuation experience includes providing companies with business valuation advice for a variety of purposes such as independent valuations, corporate reorganizations, financial reporting, strategic planning, tax and estate planning, and shareholder transactions.

From a claims perspective Bob has worked for both policy holders and insurers on insurance claims and litigation support engagements focusing on Canadian claims. His insurance claims work involves stock-loss/inventory, equipment losses in accordance with policy limitations, as well as business interruption losses in wide variety of industries with a focus in agricultural losses. Bob also has experience with claims involving hotels, resorts and related tourism businesses.

                                    Senior Business Continuity Coordinator at Manitoba Public Insurance

 

Business Continuity Management (BCM) is important to ensure mission critical operations can be continued under adverse conditions or disruption resulting from uncontrollable circumstances. When the 'normal state' of operations is disrupted, 'normal state' security processes and controls are directly impacted. Business Continuity practitioners assess risks and collaborate to ensure that plans are in place to continue operations under a variety of adverse 'non-normal' scenarios. This presentation will provide an overview of BCM and explore the interactions/interfaces between it and risk management.

 

SPEAKER:                 Kenton is a continuity and emergency management professional with experience identifying, applying, and managing corporate resiliency strategies. He is experienced with leading and/or facilitating cross-functional project teams with the mandate of increasing organizational resiliency, including the development of continuity / preparedness training programs, crisis communication and/or urgent mass notification systems, quality improvement, and client or stakeholder relations. Over the past 10 plus years Mr. Friesen has been a trusted continuity and emergency management advisor to Manitoba Public Insurance (MPI), the University of Manitoba, Winnipeg Regional Health Authority (WRHA), and Dillon Consulting Limited. His credentials include a B.A. (Geography), B.Sc. (Business Computing), Certified Emergency Manager (CEM), Certified Business Continuity Professional (CBCP), and is a Member of the Business Continuity Institute (MBCI). Additionally, his affiliations include the Disaster Recovery Information Exchange (DRIE) Central Chapter, International Association of Emergency Managers (IAEM) Canada Council, and the Disaster Recovery Institute Canada (DRIC).

Scott’s presentation will address aspects of risk management in delivering a Public Private Partnership (P3) project in Winnipeg. The presentation will focus on the Southwest Rapid Transitway project, Winnipeg’s largest and one of the most debated capital projects in the City’s history.

This presentation will discuss the City’s decision to use a Public Private Partnership, a growing procurement model for mega projects across Canada, to transfer and minimize risk to the City on this complex infrastructure project. The presentation will address challenges in the delivery of this model and the benefits it can provide, which for the City resulted in a bid savings of over $120 million on construction costs alone.

 

SPEAKER: Scott Payne is a Public Administrator at the City of Winnipeg with over 30 years’ experience. He is currently the Manager of Winnipeg Transit’s Asset Management Office (AMO). Under Scott’s direction, the AMO is responsible for Capital Investment Planning, Project Management, and delivery of major projects such as the second phase of Winnipeg’s rapid

transit network, the Southwest Rapid Transitway (Stage 2) and the Pembina Hwy underpass project.

Prior to joining Winnipeg Transit, Scott had been actively providing program management and flood management services for the City’s Public Works Department and has survived numerous flood events as the City’s Flood Coordinator. Needless to say he likes challenges and stressful jobs.

Scott’s education includes a background in Civil Engineering, Project Management and Public Administration.

With occupational crime and fraud on the rise, more employers are falling victim to embezzlement and other types of employee theft. While such crimes can involve anyone from an hourly worker to a senior executive, those with access to an organization's finances often turn out to be the perpetrators.

Significantly, the size of the organization doesn't matter. Every type of enterprise, from a main street stationery store to a global corporation is at risk of employee fraud and theft. Unfortunately, charitable organizations and nonprofits are frequent targets.

Donna will be speaking about the new AED legislation and the importance of having an AED at your work place site as well as providing training for your staff in the use, maintenance and operation of this equipment and how it also becomes a Human Resource Risk Control for mitigating work related injuries and related health issues.
Donna will also be providing a hands on demonstration of using an AED in a mock emergency life-threatening cardiac situation.

Special Recognition to Past MaRIMS Founding Member... Reg Pitchford

After serving in the Royal Air Force medical service during World War II, Reginald Pitchford worked his way up in the Canadian risk and insurance fields, becoming a champion of risk management in Manitoba and the RIMS Manitoba Chapter (MARIMS) before it even achieved chapter status in 1976. His work as corporate risk manager at United Grain Growers Insurance Department was characterized by his belief that a primary risk function established a strong foundation, ultimately leading to one of the first successful applications of a series of risk processes that would later be called Enterprise Risk Management. In the early years of MARIMS, he was critical in its growth, serving as chapter president while also holding the position of president of the Insurance Institute of Manitoba and sitting on the Council of the Insurance Institutes of Canada, and taught during the 1960s and ’70s as a Fellow of the Insurance Institute of Canada.
